Ability to add keywords others than from thesaurus GEMET

The stereotype "Thesaurus GEMET" allows only the metadata editor to add keywords from the thesaurus.
We need to add others keywords (for example, very specific to a geodata or a place) not available in the thesaurus.

My proposal is to adapt the stereotype "thesaurus GEMET" by adding, beside the button "thesaurus GEMET", :

1) a free text field where the user write a keyword
2) a button "+" to add the keyword to the list of keyword above

The "multilingual" issue is not that easy to handle with this proposal... using a Thesaurus helps a lot since they deal with it.

So maybe a simpler approach would be to use the current stereotype "locale" and attach it to the attribute "keyword"

Current GEMET thesaurus could be also extended/adapted with other thesaurus sources, like it's done here (in french) :

An alternative way would be using a single field, with auto-complete from Gemet thesaurus but not restricted to gemet values.
It could look like : timschlechter.github.io/bootstrap-tagsinput/examples/ (see Typeahead section).
A new stereotype? An alternative layout ?
